Fleet e-bikes fall into four groups: parcel delivery, shared rental, app couriers who ride their own bikes, and police, campus and staff fleets. China's shared e-bike fleet, about 7.1 million vehicles in 2024, is more than 20 times the size of Lime's worldwide fleet of e-bikes and e-scooters, and in New York City fire risk from courier batteries has pushed the city to make delivery apps responsible for certified bikes.

Parcel delivery

Parcel Carriers Run Cargo E-Bikes and E-Quads From City Hubs

New York City opened its streets to freight cargo bikes with a 2019 pilot. In 2022 those bikes made more than 130,000 trips and carried over five million packages. NYC DOT's pedal-assist commercial bicycle rule, finalized March 27, 2024 and in effect April 26, 2024, allows bikes up to 48 inches wide, 84 inches high and 16 feet long with a trailer, caps their speed at 15 mph, bars parking on sidewalks and adds "Commercial Bicycle Loading Only" curb zones.

Transport for London's Cargo Bike Action Plan, published in 2023, projects that cargo bikes could replace up to 17% of van kilometers in central London and 4% across Greater London by 2030. Paris caps each shared operator's e-bike fleet instead: Lime, Dott and Voi each run up to 6,000 e-bikes under the city's current contracts.

Shared fleets

China's Shared E-Bike Fleet Dwarfs Every Western Operator

Hellobike, Meituan and Didi's Qingju lead a Chinese shared e-bike market that grew from about 1.2 million vehicles in 2019 to about 7.1 million in 2024, according to Frost & Sullivan figures in the January 2026 Hong Kong listing filing of Pinecone Wisdom (Songguo Chuxing), the fourth-largest operator.

Lime's Gen4 e-bike, launched in January 2022, uses the same swappable battery as the Gen4 e-scooter, so field crews carry one battery type for both vehicles. Lime's May 2026 S-1 filing puts the landed cost of a vehicle at about $1,300 with a payback of about 12 months. Hellobike formed a battery-swapping joint venture with CATL in 2019 for its e-bike network.

App couriers

New York Makes Delivery Apps Responsible for Certified Courier E-Bikes

New York City has more than 60,000 app-based restaurant delivery workers, most on e-bikes, and a minimum pay rate of $21.44 an hour before tips since April 1, 2025, set by the Department of Consumer and Worker Protection. Fires from uncertified batteries drove a run of local laws, covered in more detail on the battery fires and certification page:

  • Local Law 39 of 2023, in effect September 16, 2023, bars selling, leasing or renting e-bikes not certified to UL 2849, e-scooters not certified to UL 2272 and loose batteries not certified to UL 2271.
  • Local Laws 49 and 50 of 2024 let the city padlock stores that repeatedly sell uncertified devices, raise fines to $2,000 per device type and give the FDNY enforcement power alongside DCWP.
  • Local Law 95 of 2025 (Int. 30-B) became law without the mayor's signature and took effect in 2026. Delivery apps must supply compliant e-bikes to contracted workers at their own cost, or run an approved trade-in or subscription program, and may not deactivate a worker for lacking one.

The city's $2 million E-Bike Trade-In pilot, finalized in October 2024, swaps a worker's uncertified e-bike or gas moped for one UL-certified e-bike and two UL-certified batteries. More than 400 e-bikes had gone out by September 2025.

Battery swapping takes charging out of apartments. NYC DOT rules in effect February 1, 2025 let building owners place swap and charging cabinets on the sidewalk, after a 2023-24 pilot with more than 100 couriers using Swobbee and Popwheels cabinets. A public network of 25 swap sites, funded with $3 million from NYSERDA, is planned to open in 2028. Popwheels also launched cabinets for couriers in Toronto in March 2026.

China runs the same model at far larger scale. Meituan says 7.45 million riders earned income on its platform in 2023, and China Tower's battery-swap business had about 1.48 million users at the end of 2025. Gogoro's swap network in Taiwan passed 500,000 subscribers in 2022. From December 1, 2025, every new e-bike sold in China must meet GB 17761-2024, which applies to courier fleets as much as private riders. Local rules for each market are on the e-bike laws page.

Police, campus and city

Police and Campus Fleets Are Small and Locally Funded

Police e-bike units usually start with a handful of bikes paid for by a foundation or grant. The police e-bikes page covers models and equipment.

Universities mostly regulate students' e-bikes in housing instead of running large fleets. At the 2023 Center for Campus Fire Safety forum, most schools reported banning micromobility devices from residence halls. UNLV barred unattended charging in campus housing in December 2025, citing Section 322.1 of the 2024 International Fire Code.

Economics and operations

Leasing, Subscriptions and Fire Codes Shape Fleet Costs

Most business and employee e-bikes in Europe are leased or subscribed, with maintenance and insurance in the monthly fee.

Leasing and subscription programs
ProgramModelScale
JobRad (Germany)Employer bike leasing through salary conversion, tax-favoredNear two millionth bike; 100,000+ employers; about 80% e-bikes (Oct 2025)
Cycle to Work (UK)Salary sacrifice through employers since 1999; the £1,000 cap was dropped in 2019, opening it to e-bikes199,000 users in 2023/24; 2 million+ since 1999
Swapfiets (Pon) with DanceMonthly subscription incl. repairs; Dance acquired May 202675,000+ e-bikes, 45 cities, about 280,000 members
Cowboy business leasing36-month lease through partners such as JobRad (Austria), Bikeleasing-Services (Germany) and UK Cycle to Work providers; 16-20% residualBulk pricing from five bikes

Typical lease packages bundle a yearly maintenance budget, theft and damage insurance and roadside assistance. Shared operators cut maintenance cost by using one swappable battery across vehicle types, as Lime does with its Gen4 e-bike and e-scooter.

Charging and storage fall under fire codes. Section 322 of the 2024 International Fire Code covers powered micromobility devices: listed chargers, no extension cords, no charging that blocks exits, and no commercial charging in residential buildings. NFPA 1, Section 10.21, applies when more than five devices charge inside or within 10 feet of a building, and NFPA 855 can apply to dedicated charging rooms. New York City Housing Authority rules in effect March 1, 2024 allow one device charging at a time, with an adult awake and present, and bar running a charging or repair business from an apartment.

E-bikes are one part of wider fleet electrification; ElectronsX covers electric vans, trucks and charging depots.
